One-Time Unit Decrease

Definition:

If the person needs a temporary reduction in the units of an existing ongoing service in the Person Centered Support Plan (PCSP), then it means the portion of the units prescribed for the service will temporarily decrease.  In this circumstance where only the units are decreasing, the service’s rate must remain unchanged.


Procedure:

A temporary decrease in the units for the service does not have to be justified by criteria in the Request for Services.  Rather, the decrease can be implemented directly on the budget screen inside the request.  In order to implement the reduction, the worker must respond to four questions that dynamically and automatically build the budget line for the “One-Time Unit Decrease”.  Each one contributes information toward a holistic view regarding how the unit decrease will impact the person’s needs.  

 

The worker must ensure they have selected the correct budget line in the Active PCSP that will receive at least part of the unit decrease.  The service’s rate, provider, etc., that will be made available in the Request are all determined by the selected budget line.



Explanation:

The following four questions must be completed in order to submit the Request for the “One-Time Unit Decrease”.  The rate for the service is dynamically generated from the selected PCSP budget line.  Consequently, the worker is not required to enter the value.

 

What date will the reduction in units start?

This question asks for the date the decrease in units will begin for the service.  The date cannot be arbitrary.  Rather, it must accurately reflect the expected date the provider will begin delivering the higher number of units.  If the date is unknown, then the worker should select the first day of the month in which the provider is expected to begin delivering the higher number of units.  

 

What date will the reduction in units end?

This question asks for the date the decrease in units will end for the service.  The date cannot be arbitrary.  Rather, it must accurately reflect the expected date the provider will stop delivering the higher number of units.  If the date is unknown and the increase is expected to begin in the Active Plan, the worker should use the Active Plan’s Effective End Date.

 

How many units of the service will be removed from the Active plan?

This question asks for the exact number of units that will be removed from the Active PCSP for the service.  The number of reduced units cannot be arbitrary.  If the reduced units are not accurate, then the Plan Max may provide insufficient funds to cover the person’s need.

 

If the Effective End Date falls into the next plan cycle, how many units of the service will be removed from the next plan?

This question asks for the exact number of units that will be removed from the next plan cycle.  The units in this category are not cumulative or incorporated with those of the Active Plan.  Instead, these one-time units apply exclusively to the next plan cycle.  The number of reduced units cannot be arbitrary.  If the reduced units are not accurate, then the Plan Max may provide insufficient funds to cover the person’s need.
