One-Time Rate and Unit Decrease
Definition:
If the person needs a temporary decrease to both the rate and the units of an existing Ongoing service in the Person Centered Support Plan (PCSP), then it means the new one-time rate is likely based on a worksheet calculation and the units will temporarily decrease. The rates for worksheet services, one-time purchase services and summer program services are allowed to increase from the rate originally loaded in the PCSP. In order to submit the Request that involves both rate and unit decreases, the worker must include documentation that justifies the rate decrease separately from the documentation for the unit decrease. The justifications for both decreases should explain the nature of the situation or circumstance in the person’s life that requires the change.
Procedure:
A temporary decrease in the rate and units for a service do not have to be justified by criteria in the Request for Services. Rather, the decrease can be implemented
directly on the budget screen inside the request. In order to implement the decreases, the worker must respond to five questions that dynamically and automatically build the budget line for the “One-Time Rate and Unit Decrease”. Each one contributes information toward a holistic view regarding how the rate/unit decrease will impact the person’s needs.
from the selected budget line will be available for use in the Request.
Explanation:
The following five questions must be completed in order to submit the Request for the “One-Time Rate and Unit Decrease”. In this scenario, both the rate and the units in the selected budget line are expected to temporarily decrease for the same time period.
What will the rate become after it is temporarily reduced?
This question asks for new value the rate will have after the increase is applied.
What date will the temporary reduction
start?
This question asks for the date the decrease will begin for the service. The date cannot be arbitrary. Rather, it must accurately reflect the expected date the provider will begin delivering the lower rate and units. If the date is unknown, then the worker should select the first day of the month in which the provider is expected to begin delivering the lower rate and units.
What date will the temporary reduction end?
This question asks for the date the decrease will end for the service. The date cannot be arbitrary. Rather, it must accurately reflect the expected date the provider will stop delivering the lower rate and units. If the date is unknown and the increase is expected to begin in the Active Plan, the worker should use the Active Plan’s Effective End Date.
How many units will be temporarily
removed from the Active plan?
This question asks for the exact number of units that will be temporarily removed from the Active PCSP. The number of units cannot be arbitrary. Rather, they must accurately reflect the amount that will be removed between the Request’s Effective Start Date and the Active plan’s Effective End Date. If the units are not accurate, then the Plan Max may provide insufficient funds to cover the person’s need.
If the Effective End Date falls into the next plan cycle, how many units will be temporarily removed from the next plan?
This question asks for the exact number of units that will be temporarily removed from the next plan cycle. The units in this category are not cumulative or incorporated with those of the Active Plan. Instead, these one-time units apply exclusively to the next plan cycle. The number of units cannot be arbitrary. If the units are not accurate, then the Plan Max may provide insufficient funds to cover the person’s need.
