Creating a USTEPS Account

The Utah System for Tracking Eligibility, Planning and Services (USTEPS) is a web-based computer system that is hosted by the State of Utah.

The system tracks and monitors the eligibility, planning and service data collected about people who are served by the Division of Services for People with Disabilities (DSPD) in the State of Utah. A variety of security measures have been implemented to keep the data USTEPS houses safe from people and institutions that are not authorized to access or utilize it.

One of those measures is user-based security. This document is designed to help people in the general public who are authorized to access USTEPS obtain an ID and a password that will allow them to enter the system.

The process for obtaining access to USTEPS is based upon three steps:

  1. First, the person who is applying for access must create a user account.

  2. Second, the person must validate their account.

  3. Third, the person must provide DSPD with the information they used to build their account.

(The first and second steps are both managed via the Internet.)

Before the process can begin, the person who is applying for access to USTEPS must have a valid, functional e-mail address provided through any legitimate e-mail vendor (e.g. gmail, Yahoo, HotMail, Google, etc.) and access to the Internet.
