DSPD is a Division within the Utah State Department of Human Services commissioned with the responsibility of serving and supporting people who have Intellectual Disabilities, Related Conditions, Acquired Brain Injuries and Physical Disabilities. People who receive the supports and services reside in the community where they live a self-determined life. The supports and services prescribed for the person are identified in the Person Centered Support Plan (PCSP). The PCSP's term typically spans twelve months and defines how the services and supports will aid the person in achieving their personal goals and ambitions.
DSPD uses two web based computer systems to identify people who wish to apply for services and monitors people who are receiving them. The Utah System for Tracking Eligibility, Planning and Services (USTEPS) is the agency's primary case management system. It documents and monitors all aspects of the person's interactions with DSPD from when they make contact with the agency to day they leave services. The USTEPS Provider Interface (UPI) is designed for the employees of providers who contract with DSPD to access information about the people they service as well as report information required by their contract.
This Help Manual is designed to give DSPD employees, Private Support Coordinators and Providers information about DSPD's policies, procedures, business processes, and other information related to the support of the people it serves through the use of USTEPS and UPI.
