DSPD Eligibility

DSPD has multiple eligibility decisions that are managed and/or recorded in the USTEPS system. The eligibility determinations are grouped under “State” eligibility and “Medicaid” eligibility.

 

The initial eligibility determination occurs during the Intake process and is focused on the State eligibility criteria.  State of Utah eligibility is required prior to placing a Person on the Waitlist or the delivery of services.  State eligibility determination is initially determined during the Intake process to determine if placement on the Waiting for Services list is appropriate.  State eligibility must be reestablished every 12 months once a person has been placed in the status “In Service”.


Medicaid eligibility is a requirement for enrolling a Person in a Home and Community Based Services (HCBS) Waiver once a Person has transitioned from the "Waiting for Services" status to the "In Service" status.  Medicaid has both a "Level of Care" or clinical component and a "financial" component.  Qualifying for Medicaid and being enrolled in a HCBS waiver allows the State of Utah to receive matching Federal funds which roughly triple the amount of funding available for services.

 

Financial eligibility is the final eligibility type managed in the USTEPS system.  Financial eligibility is used for tracking payments in the Department of Human Services "contract and Payment System" (CAPS).
